Fitz-Gerald passes measure to lower energy bills and reduce resource consumption
DENVER—A measure to reduce energy use and help consumers lower their utility bills moved forward in the Senate State, Veterans and Military Affairs Committee on a party line vote 3 to 1. House Bill 1037, sponsored by Senate President Joan Fitz-Gerald (D-Coal Creek Canyon), will facilitate and expand energy efficiency programs implemented by both natural gas and electric utilities in Colorado.
“Energy efficiency and conservation in our society starts with the individuals at home. This is a program that government can pass to give people the incentives they need to help our environment,” said Senator Fitz-Gerald.
By year 2020, HB 1037 could save the equivalent of the natural gas and electricity consumption of 330,000 households. It could save Colorado households and businesses $1.2 billion. Estimated water saving from energy/water saving appliances as well as less power plant operation could total over 5 billion gallons.
“This bill is a win-win proposal for consumers and businesses. It will lower carbon dioxide emissions, save water, conserve natural gas and energy, and send money back to households and businesses,” said Senator Fitz-Gerald. “By conserving to help meet our energy consumption needs everyone benefits. This is another piece in the puzzle to create an energy efficient Colorado,” added Senator Fitz-Gerald.”
This is the third year that a natural gas efficiency measure has been introduced, having been vetoed twice before by former Governor Owens. The legislation would direct Xcel and other investor-owned utility companies to offer energy efficiency programs to all customers.
The bill, also sponsored by Representative Claire Levy (D-Denver), passed the House on a vote of 50 to 15. The measure will now be heard in Appropriations.
